Ivan Ting, a Hong Kong-based businessman, founded Victoria-based Startec Dynamics in 2021 to improve motorcycle safety in Southeast Asia, where motorcycle-related deaths are alarmingly high. Motivated by personal concerns about motorcycle accidents, Ting developed the Athena smart system for personal phones. This system improves rider safety by sending emergency alerts in the event of a crash, offering anti-theft management with engine remote control and tracking, and providing traffic detection alongside an integrated smart display.

Ting chose Victoria for its strong tech ecosystem, quality talent, and connections to Southeast Asia. Greater Victoria's tech sector, described by VIATEC as the region's top economic driver since 2007, benefits from three post-secondary institutions, numerous federal research facilities, and a vibrant entrepreneurial environment. Dubbed "Tectoria," the area supports a wide range of tech sub-sectors and continues to attract talent from around the world, reinforcing its status as a thriving hub for innovation.
